​The Skagit Long-Term Recovery Group (LTRG) is a collaborative network of nonprofit organizations, faith communities, businesses, government agencies, and community volunteers working together to help individuals and families recover after disasters. By coordinating resources, volunteers, financial assistance, and rebuilding efforts, the SLTRG helps address unmet needs that remain after emergency response and insurance or government assistance have been exhausted. Our mission is to ensure every disaster survivor has access to the support they need to achieve a safe, sustainable recovery while building a more resilient Skagit County.

The Skagit Long-Term Recovery Group operates through specialized subcommittees that bring together individuals with different skills, expertise, and community connections. Each committee focuses on a specific aspect of long-term recovery—such as disaster case management, volunteer coordination, construction and rebuilding, communications and outreach, resource development, and unmet needs—allowing work to be organized efficiently while ensuring every recovery need is addressed. By sharing responsibilities across dedicated teams, the SLTRG can respond more effectively, make informed decisions, maximize available resources, and provide coordinated support to disaster survivors throughout the recovery process.

The Steering Committee provides strategic leadership and coordination for the Skagit Long-Term Recovery Group. Composed of representatives from partner organizations and key stakeholders, the committee helps establish priorities, fosters collaboration among committees, monitors recovery progress, and supports the overall mission of the SLTRG. The Steering Committee is a coordinating and advisory body, not a governing board, and works to ensure recovery efforts remain collaborative, transparent, and focused on the needs of disaster survivors.
The Unmet Needs Committee reviews cases where disaster survivors still have recovery needs after insurance, government assistance, and other available resources have been exhausted. Working collaboratively, the committee evaluates each situation, identifies remaining gaps, and coordinates available financial and in-kind resources to help individuals and families move toward a safe and sustainable recovery. The committee strives to ensure that limited resources are distributed fairly, consistently, and based on verified disaster-related needs.
The Communications and Outreach Committee promotes awareness of the Skagit Long-Term Recovery Group's mission, recovery services, volunteer opportunities, and community partnerships. The committee works to share timely and accurate information with disaster survivors, partner organizations, donors, volunteers, and the public while building community engagement and encouraging collaboration to support long-term recovery efforts.
The Construction Committee coordinates repair, rebuilding, and mitigation projects for disaster-affected homes and properties. Working with licensed contractors, skilled volunteers, partner organizations, and disaster case managers, the committee evaluates project needs, develops scopes of work, prioritizes repairs, and helps ensure recovery projects are completed safely, efficiently, and in accordance with applicable building codes and available resources.
The Volunteer Coordination Committee recruits, organizes, and supports volunteers who assist with long-term recovery efforts. The committee matches volunteers with projects based on community needs and individual skills, coordinates schedules and training, and works with partner organizations to ensure volunteer efforts are safe, effective, and make the greatest possible impact for disaster survivors.
The Connections/Resources Committee identifies, develops, and coordinates the financial, material, and organizational resources needed to support long-term disaster recovery. The committee works with donors, foundations, businesses, government agencies, and community partners to secure funding, in-kind donations, and other support that helps meet the ongoing recovery needs of disaster survivors and strengthens the community's capacity to recover.

Donations designated for the Skagit Long-Term Recovery Group are used exclusively to assist households with disaster-caused unmet needs that remain after insurance, government assistance, and other available resources have been exhausted. These funds may support:

While United Way of Skagit County serves as the fiscal sponsor and administrative partner for the Skagit Long-Term Recovery Group, designated LTRG donations are managed separately and used solely to support long-term recovery efforts in accordance with LTRG policies and donor intent.
